Same problem - no restart option on explorer in task manager.Have tried scannow, dism command and multiple restarts.Unable to rename or delete usrclass.dat as it's always in use by system.Problem first started with Feature 1709 install. Until last week it was not working at all (no start menu, nor search nor notification/action center) and I'd backed out to before that feature update. Latest install on that gave start menu backbut still no search nor notification window.About ready to try fresh install unless anyone has better suggestions.
