Xcom 2 Avenger Build Order
I start with the Resistance Ring: it's the only building that gives immediate benefits and makes no sense to delay.Then I go with GTS: it's good to train rookies giving you some more push on the tactical battles.After the power relay I go with Infirmary. Then Resistance comm or Proving Ground, depending how the campaign is going. With WOTC i tend to turtle few months in a couple of regions to not activate too many chosen at once. But maybe you want to be prepared to go for another alien blacksite, depending hwe the avatar project is going, etc.After that the campaign is set and you can have a little freedom to chose what's next. The training center can be delayed up to this point: you need to hoard Ability Points to train the special abilities, and with fatigue and long healing times it's not easy to get to level 2 bonds initially.I'd like to try an early lab start, it has its benefits and many employ this strategy.All of this beeing said, even in legend there's not an absolute min-max, and many strategies are viable.

Just avoid the more clear mistakes like starting with Proving grounds that won't serve you nothing in the first month. Then Resistance comm or Proving GroundThis is what I have done this last play through, and it has worked well.The campaign before, I tried a Lab Start with Skirmisher for Build time. Seemed to work well, but in comparison, I prefer the above start. The main reason is that even though you research faster, and get more breakthroughs/inspirations, I didn't really have the resources to take advantage of most the research when it is researched.Two things that have mad this campaign an easier start:First, I made sure my Skirmisher got 5 kills in Gatekeeper so I could level him up after Gatekeeper.Second, I milked the first lost mission for promotions for all, including getting my Skirmisher to Sgt. Normally, I hate doing that as it feels cheesy, but in L/I, it is a huge help imo.In the Lab start, I didn't get a Sgt so early, so I didn't mind a later GTS.

For WOTC:I have a risky strategy which can pay off well, if you dont mind having to always fight the Avatar Project Timer:SKIP THE RESISTANCE RING to the end of the second month or start of third month.I will normally go with GTS and then workshop then probably power and depending whats up resistance ring and move on from there.Why do i put the resistance ring so late? When you get contacts you will encounter the other chosen. The other chosen will start to build intel against you. If you wait, they wont build intel and you can get better weapons and armor to fight against them.
However, on Legedary Ironman i have encountered the Final count down a few times. So you have to be on the alert and dont be scared about it. Just make sure you take the resistance missions to remove the timer and hope/plan you get it done in time:x. Just make sure you take the resistance missions to remove the timer and hope/plan you get it done in time:xI’ve never actually completed a legendary run, but if you did it this way, surely whatever benefit you’d gain by delaying the chosen would be cancelled out by delaying your own access to the factions? Individual troops seem to take a lot longer to level up in WotC and I’d rather get my three faction dudes out in the field before handling gatekeepers and sectopods. When you get contact of a faction but you didn't encounter the chosen yet, it will build many strenghts, but not gather intel about you.In my last campaign I made contact with the templars early, but only expanded in territory where i met the hunter 5 months later. He already had 5 strenghts, but his intel level was still in the beginning of the first bar. Originally posted by:I almost always go GTS first for the 5th squad member. You need a Sergeant for squad size 1, and it might take a while. So GTS first gives you only the benefit to be able to train rookies.If you go with resistance ring first, then you can start to level your rookies with covert ops, and if you time it correctly you will have a sergeant only little before squad size 1. Worst case scenario you are making an extra mission with 4 squaddies.This being said, the good imptovement over Xcom EU, is that there are a lot more viable options for the strategic layer, and many different configuration do work.
